Central European Disc Golf Championship
RULES
Central European Championship is an annual event. The best disc golf players from the region can earn their spot in the tournament either by their end-of-the-year PDGA rating or they can be nominated by their national disc golf governing body.

Full competition and spot distribution rules (Version 1.0, 2015)

Competition Rules Central European Disc Golf Championships is an individual competition for disc golf players from the 7 participating countries from the Central European region: Austria, Croatia, Czech Republic, Hungary, Poland, Slovakia, Slovenia.

Each player eligible to participate in the competition (eligible player) must be either a legal citizen or permanent resident of one of the participating country or must temporary live within one of the participating countries for at least 18 months preceding the date of the tournament.

The registration for the tournament is handled by the tournament organizers in a cooperation with the Rules Committee that oversees the spot distribution system and maintains the List of Tournament Players and Waiting List.

All eligible players are automatically placed on the tournament’s Waiting List.

Each player has 7 calendar days to officially accept his spot. If the player does not confirm its acceptance he/she is considered declining the spot.

All players who accept the spot and who pay the tournament fee by the appropriate deadline will be placed on the List of Tournament Players and will be removed from the Waiting List.

All players who accept the spot but do not pay the tournament fee by the appropriate deadline will be removed from the Waiting List.

All player who decline the spot will be removed from the Waiting List.

All players on the List of Tournament Players who cancel their registration for the tournament will be removed from the List of Tournament Players. The rules for a return of the tournament fee will be determined by the tournament organizers and will be publicly available before the start of the registration.

Any player can be reinstated on the Waiting List only individually upon a request to the Rules Committee.

The championships tournament will be sanctioned by PDGA in the category X with limited registration and it must fulfil the conditions of at least PDGA C category.

Spot Distribution Rules There are three types of spots: (a) automatic spots awarded by the Rules Committee primarily based on the previous end-of-the-year PDGA ratings; (b) waiting list spots awarded by the Rules Committee primarily based on the current PDGA ratings; (c) wild card spots awarded by the tournament organizers; (d) national spots awarded by the National Federations.

Each division has its own division automatic spots quota that is initially set to: 25 players in MPO; 8 players in FPO; 8 players in MJ1.

Each division has its own division national spots quota that is initially set for each participating country: 3 players in MPO (in total 7 x 3 = 21 spots); 1 player is FPO (in total 7 x 1 = 7 spots); 0 players in MJ1.

The number of wildcard spots in each division is: 2 players in MPO; 1 players in FPO; 0 players in MJ1.

If during Phase 4 one of the divisions cannot fill its division automatic spots quota (there are no more regional players on the Waiting List in the particular division), its division automatic spots quota is decreased by the number of unfilled spots and its remaining spots are redistributed increasing the respective division automatic spots quota: from MJ1 to alternatively MPO and FPO, with MPO starting; from FPO to MPO; from MPO to FPO.

Phase One (Automatic Spots) When the previous end-of-the-year PDGA rankings are published the spots within the division automatic spots quota are offered by the Rules Committee to the highest ranked players.

If any of the invited players does not officially accept the offered spot the next player/players in the end-of-the-year PDGA ratings are offered the spots by the the Rules Committee until the division automatic spots quota is filled or the final deadline for awarding automatic bids has passed.

Phase Two (National Spots) Participating national disc golf governing bodies offer the spots to the players who are not on the List of Tournament Players after the end of Phase One.

If any of the invited players does not officially accept the spot the next player/players are offered the spots by the national disc golf governing bodies until its division national spots quota is filled or the final deadline for awarding national spots has passed.

If a national disc golf governing body did not fill any of its division national spots quota by the end of Phase Two the remaining spots are added to the particular division automatic spots quota.

Phase Three (Wildcard Spots) The tournament organizer offers the wildcard spots within its quota to players who are not on the List of Tournament Players after the end of Phase Two.

If any of the invited players does not officially accept the offered spot another player is offered the wildcard spot by the organizer until the division wildcard quota is filled or the final deadline for awarding wildcard spots has passed.

If the organizer did not fill any of its division wildcard spots quota by the end of Phase Three the remaining spots are added to the particular division automatic spots quota.

Phase Four (Waiting List Spots) The players on the Waiting List (all regional players that are not on the List of Tournament Players and were not removed from the Waiting List) are always ordered according to their current PDGA ratings.

The remaining spots are awarded by the Rules Committee within the division automatic spots quota to the highest ranked players on the Waiting List until the final deadline for registration for the tournament.

Special rules If at any time a player eligible to play MJ1 who either already accepted the spot (or is offered a spot in MJ1) is also offered a spot in MPO/FPO he/she may choose whether he/she wants to compete in MJ1 or MPO/FPO. He/she needs to inform the Rules Committee about his/her decision by the deadline imposed by the Rules Committee otherwise the player is automatically considered to accept MJ1 spot.The decision on the player’s division is then final.

If during Phase Three or Phase Four one of the players that was offered a National spot withdraws from the tournament, the national disc golf governing body that nominated him/her has 7 days to offer the spot to a substitute player. If no substitute player accepts the spot within this period or he/she does not pay the registration fees within the next 7 days after the acceptance of his/her spot, the particular national spot is added to the automatic spots quota in the particular division and it is offered to the highest ranked player on the waiting list.

At any time, in the case of multiple players with the same PDGA ratings competing for the same automatic spor, the deciding factors are (in this order): (a) the current PDGA rating; (b) a random draw by Rules Committee.

All the remaining players (current PDGA members with published PDGA rating) in OPEN division are placed on the Waiting List and are ordered by their current PDGA ranking.

There is one unfilled spot within the Automatic Spot Quota that was moved from the National Spots. That spot is awarded to the first player on the Waiting List. Assuming the end-of the-year rankings are the same as the current ratings at the time of spot awards, there are two players with the same rating:

one additional spot (that increases the OPEN division Automatic Spot Quota) is moved from MJ1 (see below) since MJ1 cannot fill its Automatic Spots Quota and does not have any more players on the Waiting List. Therefore, the unlucky out of Bruckler/Osterwinter is invited as well.
That creates the pool of 48+1 players in MPO for the competition, in the case of cancellations the next spots are awarded to the best players on the waiting list.

If one of the players with a National Spot withdraws, then the country association can nominate a substitute player within 7 days in any Phase. If they cannot find such a player, they will release their country spot to the general pool of automatic spots in the particular division and the next player will be taken from the waiting list.

there is no 8th junior in the end of the previous year ranking (actually, there is one, just the players only appeared on the list after the date the discussed rating was published, i.e. there will be enough qualified juniors for the 2016 tournament, althogh this example does not have enough of them), and the spot would be offered to the highest ranked uninvited junior in the current PDGA rating at the beginning of Phase IV, if there is no such player, the extra spot would be moved to the MPO division. Furthermore if any of the players withdraws, his spot is moved to FPO (and then alternatively to MPO and FPO).
